The National Heavy Vehicle Regulator (NHVR) has released its new Heavy Vehicle Productivity Plan (HVPP) 2025 – 2030, focused on challenges it says affects the trucking landscape into the future.
The plan sets out 22 actions over a five-year period, based on priorities set by NHVR stakeholders to tackle Australia’s freight challenges and support delivery of the following Australian Government primary objectives:
- Protect and enhance the productivity and resilience of heavy vehicle operations.
- Achieve zero deaths and serious injuries on our roads by 2050.
- Reach net zero emissions by 2050.
The NHVR said the plan defines the contemporary challenges for Australia’s heavy vehicle industry, including issues like growth in the freight task, road fatalities, environmental and health impacts, the shift from asset management to optimisation and the increased frequency of unplanned supply chain disruptions.
It also outlines the NHVR’s plans to address these challenges and will be supported by an annual implementation plan, to provide more specific detail on yearly actions and priorities.
“The new HVPP represents a modern take on heavy vehicle productivity; reflecting the NHVR and our partners’ attitude that it has the potential to save lives, reduce carbon emissions and prolong the life of our roads and structures.”
The 22 actions are:
“This Plan represents who we are as a modern regulator, focused on new and better ways of addressing industry and governments’ most pressing needs right now,” the regulator said in the introduction.
“It also forms part of our commitment to implement the National Freight and Supply Chain Strategy, which provides the platform for the NHVR, industry and government to work together and deliver a holistic, coordinated and multi-modal approach to the movement of freight and heavy vehicles.”
